All I know is there were little to no cases of measles before COVID and the madness that ensued around that time. Non-vaxxers, illegals, dumb arses, etc. it doesn't matter who, we need to get control of it before it kills many and we're stuck indoors.

The border has always been open.
There were 8000 caught in the act last month. I will guess the border patrol catch rate is about ten percent.
