What is the best place and time of year to catch a 40+ pound fish. I don't care type and can't afford a lot.

Now until December sling a half cut mullet out in the second gut of the surf. Something there should be willing to stretch your string.

I would try a jetty charter around now for bull redfish, a black drum trip in march, or a nearshore trip in hot summer when the sharks and kings are plentiful. Any of those can be had for basically the same cost as a bay trip but 40lb is a big fish. You have a good chance of catching something that size but smaller will be the norm.
