It's because of the rotation of the motor. it spins opposite of the starboard side. Therefore to help counter it they place it on the right side!

I would have to think this predated motors, and the design stuck. The rotation of the motor is the direction it is because the driver sits on the right. Maritime laws predate motors too, making it necessary to keep the steering wheel on the starboard as well.

Mr. Greeson, who are you asking? My answer has to do with "tradition" not law. The maritime laws have to do with safely navigating vessels past one another, making it more reasonable to continue the tradition of starboard side steering. Visibility becoming less of an issue, freedom of design is extended. But I'm just guessing. My main point is that it seems unlikely that the wheel is on the starboard because of torque from a modern motor. It seems far more likely to be tradition. As far as the center console boat is concerned, that probably has more to do with familiarity of location of the controls. Again, guessing.
