The last storm we had blew down my fence.I have got some outrageous quotes and I decided to brave the wind and do it myself. If there anything special I need. Anything to watch out for or avoid? What will supplies will run me? Any help is needed. Also, since I share fences with my neighbors, it their a law to make them share the cost with me.

No law requiring cost sharing to my knowledge. If the posts are on your property it's your cost.

You would need a copy of the survey that was performed prior to your purchase of the property - hopefully showing the location of the fence and posts external to your property line.
If the posts and fence are on the neighbor's property the cost is his. Too bad, so sad.

offer to split it with the neighbor, figure one bag of quickcrete per hole, metal posts, brackets and good deck screws to attach panels, pressure treated panels (lowes) and a couple days. I did jedfish's, 80', a month or so ago. it helps a lot if you have to dig new holes to rent a one man power auger, will make digging any new holes real easy. if the old is wood posts just pry or dig them out, then use those holes if you can.
panels and metal posts need 8' spacing or you can run an extra 2 2x4's then fasten to those. the post and panel looks a lot better.

Check your insurance policy. Mine covers my fence. It takes longer but I prefer to screw pickets. They are much easier to replace that way. I also use PT 2x4s. They last a lot longer than 2x3s.

just make sure the top slats are level all the way down, run a string from the first board to the last board especially if you're joining another fence and cut accordingly. another thing is go buy your slats a week or more ahead of time and let them dry out good. we got ours a couple days before and i laid them out to dry and the gaps that were perfect still got huge. an 1/8" gap turned into a gap so wide you could put a contractor pencil through it.

I build them like hop and coco mentioned. Other things I do are to put your first and last poles in the ground and string line between them about 6" off the ground. Cut you a scrap 2x4 to 94 3/8" long. Lay it on the ground as you go and it will give you the correct distance between the poles(if you are putting them on 8' centers). By one of those post levels at HD or Lowes, place the post in the hole, lay the board between the existing pole and the new one, level while keeping it against the string line. I also use a string line for my brackets to keep them parallel to the slope of the ground. I put my first brace 12" off the ground and my top one 6" from the top. I normally use a weedeater guard 2x6 or 2x8 along the bottom of the fence. Set your pickets up 1" to 2" off the ground to keep them from getting nicked up.

No law requiring cost sharing to my knowledge. If the posts are on your property it's your cost. this is not a law by any means. If you have an HOA, check with them. You are both responsible in keeping up with a shared fence. Just talk to your neighbor.

Who is responsible for repairing and maintaining a boundary fence? Unless boundary fence owners agree otherwise, both owners are responsible for keeping the fence in good repair. However, the fence owners may agree to a different arrangement. For example, one neighbor might want to be responsible for repairing the fence, perhaps because she has a dog and is more interested in keeping the fence. Agreements between neighbors about boundary fences are only enforceable between current neighbors. When a new owner comes into the picture, the old agreement is no longer in force.

What he said. I neglected to do that and now a panel of my fence runs uphill even though it's on level ground. I knew better but just got wrapped up in wanting to get it done quick.
