Is it really the Feds, or the Texas Attorney General? After all, his office is who goes after dead beat Dads in Texas, not the Feds.

No. Just the sign and TPWD asking for a SSN are new.

It isn't just Texas. I was in Montana earlier this month, and I had to furnish my SSN for a temp license.

You can get her a ITIN number from the IRS

It has has the same digits as a SS number, only difference is the first number is a 9

Perhapes you have trouble when you have a local address and you do not have a SS or drivers license. I have had many foreign vacationers in the boat and they never had trouble purchasing a fishing license.
