Every lake in Texas fishes better in the winter for size. Amistad, Falcon, Fork, Toledo Bend, Rayburn... Maybe thrown in Choke Canyon if the water comes back up. OH Ivie too. +1 what he said

It depends when u want to fish...if it is around January or February those are the best two months for Falcon. Fish are full of eggs and a big plus is that the weather is not really winter you are looking at maybe low 50's. good luck on any lake you choose but most importantly have fun with your dad

Just be willing to grind it out, most likely w a jig, for awhile for that big bite.

Just something special about that crispness in the air and taking your time to get on the water at about 10:00AM then fish till about 4:00PM. You might only get 5 bites but one or two are gonna be picture fish usually. They eat a jig like no other at Fork in the winter. When all I see are duck hunters in an area then I know the bass will be eating.

Fork can be really cold in the winter. Falcon can be quite nice.
Absolute size, fork might be better but can be slower and more miserable with weather at times.
I'd bring my dad to falcon, we'd enjoy the time more not worrying about freezing and still have plenty of chances for a dd.

Is it safe being that close to the border? If you are worried about your saftey stay on the Texas side, don't attempt to buy or sell drugs and don't pick up prostitutes at night. If you follow those rules you will be as safe as any other texas lake. And probubally safer than fork, been alot of break in talk their lately. I've never felt unsafe at falcon. I fish the Mexican side too.
