Those are Cicada Killers. They come out every year just after the Cicadas start hatching. They act pretty aggressive but I have never actually known anyone to get stung by one.

There is a creek where I live and when I was young and went exploring down there, I would always see those wasps attacking the cicadas. Its like their had their own war going on. Those two and mockingbirds and bluejays really like to go at it!
