O-H....Fork will be crazy crowded, but you always have a chance to catch a bass of a lifetime. Being from Ohio myself, I'll say this - you will be pleased with the size of your fish for sure. Things that are considered trophy fish up there are routinely not even talked about down here....just another six pounder...

If you don't want the crowds, you could try Gilmer or Caddo.

Understandable about your budget, we all have them.

If you can go Tues-Thur,you won't have to fight the crowds as bad as if you fish weekends. And as far as your boat goes, even with our spring winds(20mph+ some days) you can still find places to hide from the wind and catch good fish in the Spring on Fork.

My Dad lives in Ohio and we have made a couple of trips to Fork during March and here are some thoughts. I am not trying to discourage you from going but rather things to think about.
1. Fork, while a great fishery, is not magic land where 10lbers are just waiting to jump in the boat. From living in Ohio I can tell you Fork is probably bigger than any lake in Ohio (other than Erie) and can be tough to find fish. I know my Dad struggles to fish offshore structure or in any water deeeper than 10 ft since he doesn't have to in Ohio.
2. Fork in March can be tough since it is prone to Northern fronts of Yankee weather which shuts down fishing and causes whitecaps.
3. There will be alot of boats out there but this should give you some indication of where everyone else thinks the fish are. When in doubt throw a watermelon red senko just like everyone else.
4. For distances reasons you might try Lake Tyler since it is easier to find grass and the boat docks have always produced fish for me.
