It does make them plump up and allows the meat to absorb the garlic and oil.
I use this recipe too (Sliced hotdogs, Garlic Salt, Olive Oil).

The only problem with it (at least to me) is that pan-fish will go crazy for it too and steal your bait in a matter of seconds.

So I also use it when I take my boy to the creek with his ultralight setup (to catch bluegills and sunfish).
