Code says the top of pipe must be 24" below ground. I can help you out.

it will require a permit and licensed plumber to run it legal, is it a replacement or new line?

If you have a buddy that is a licensed plumber, you may be able to save a lot of money by digging the trench, laying the new line, and just have him do the disconnect of the old line and reconnect the new line. After it passes the inspection test, they will not turn the gas back on until any and all pilot lights have been lit by either the gas company or the plumber may be able to do it. I think it has to be done by the gas company though.
My husband's son is a licensed plumber so it was very cheap when we did it. Had the gas company knock on our door about six weeks ago telling us we had to put in a new gas line. We told them new lines had been put in in 1994 and the city had all the permits and inspection records on file. They were replacing the gas lines in the alley that go to the meters. We did not hear anything from them until a few weeks later when they told us the gas would be off while they replaced the lines in the alley and they would be back by to relight our pilot light. There is only one and it is the hot water heater. Everything else has electronic ignition instead of pilot lights. It is amazing how much heat a pilot light on an old gas stove puts out.

Pretty sure the owner can pull the permit but the work has to be done by a licensed plumber to be able to pass the inspection.

If it's on his side of the meter than I would think he could do it himself.
It still gets inspected so I don't see the point.

I agree, it always does. I have been a general contractor for many years in another state and pulled many permits when I needed them in area of the city that I didn't have a license in. I would just have the owner pull the permit. As the owner of the property you are entitled to repair your property yourself as long as it passes code.
I finished everything I did to code, I didn't do half baked work, I only have one job fail inspection that that was because I was using PEX to run a water line and the city hadn't put it in there code books yet.
I am not trying to argue with you, I am just asking a question about the laws here in Texas.
