It's a fake! I saw this on a mythbuster episode. There is a long deck like structure that is only a few inches below the water on which they run on giving the appearence of running on top of water. As soon as the deck runs out, the "water walker" falls into the lake.

For every action there is an equal and opposite reaction. Take a 170 lb guy running...functionally that means when he runs and pushes off the ground with each step the ground is pushing back with an equal force to propel the runner's mass. That won't be happening on water.
