It's not a question of whether they can or can't go out in the conditions nor is it whether they're capable. Doesn't matter if they're a pro, semi-pro or aspiring to be. It's a question of whether it's safe or not and this decision is made by the Tourn. Director. There's not a poll taken to see who can or can't, who's capable and who's not, who wants to and who doesn't. Had the decision went the other way I'm sure everyone would have fished. I haven't seen a post or heard of anyone rolling over and saying I can't or I'm not capable of fishing in this. By the way if we wanted to survive in the mid west we'd move to the mid west and survive.
