Greetings from southern Utah. We have quite a few "stockers" in these parts, and these are the things that have been most successful for me.
As mentioned, small lures. Spoons and especially light colored spinners work well. If you can find it, the small Thomas Bouyant in rainbow trout color is deadly.
Bait believe it or not, plain miniature marshmallows on a size ten hook. You'll have to re-bait fairly often but they mimic the pellets pretty well. Use a small egg sinker above a swivel then 18" of leader. The marshmallow will float directly in the feeding zone. Line should NEVER exceed 4 pound test and clear mono or FC is best.
My best friend sometimes out fishes me using earth worms puffed up with a worm blower rigged the same way. The marshmallows are cleaner.

I caught my limit using 2 small long shank hooks, one bout 12inches above the other, and splitshot bout 12inches about that. Used blue powerbait on one pink on the other. Just cast out and let er sit, the powerbait floats pretty good. Tried rooster tail but they weren't wanting it that day.

Rig up a light lined carolina rig with a 18'' leader and a tiny treble hook. Use your choice of color power bait (I like chartreuse). This makes the bait float up off the bottom. Works everytime I can catch a limit of stockers in New Mexico lakes in about 30 minutes. Good Luck!

Amen, super duper on a blu bird day and try all colors of power bait and power bait worms. You never know which color will work best. One color will work good one day and then I have to change. Rig your line just like a drop shot.
In the morning be first up, and in the evening last to go to bed, for they that sleep catch no fish.

red wigglers and a #10 bream hook with a 1/8 oz. split shot......bring plenty with you cause there expensive once you get there..limits were easy below broken bowl last march.... be sure and stay out of the barbless/lure only section

Fishing at Roaring River in Missouri a fellow angler shared this secret with me - zray lures. www.zray.comHe gave me a couple red zray lures and I caught all the trout I wanted and I passed the lure on to a kid before I left. Later I bought some from the website. I've had pretty good luck on the rainbow trout color at Tyler State Park.

Take a can of white kernal corn, open it and add anise oil, get a spoon like a super duper, daredevil or z-ray (small) add the corn to treble hooks. Seems dumb but it works.
Rooster tail spinners and panther martins are great, remember the favorite colors for a trout are red, yellow and orange. But a black rooster tail is good. Also a black, brown, olive or white 1/32oz to 1/16oz crappie jig works great too.
Don't forget the swivel so you don't twist your line, except jigs of course.
