Almost always a strong current running around the end of the dike. It was probably a very strong current where you were at, so look for structure or the small eddies and washouts where the current slows down. The cork may be a hassle but it keeps the bait up and out of the rocks depending on what depth you have it set to. Realize that the movement of the current helps present the bait naturally. And a sound producing cork will help fish locate your bait. Try a Lemon rig to cast out further from the rocks. Ive caught plenty of trout under the lights in strong current using a mansfield mauler or alameda type cork, or my fav, the traditional popping cork. Just my 2cents

Thanks, Bad Luck Guy
I had alot of fun there years ago...I caught some nice bullreds of the pier, the last time i was there though they were dragging and had large pipes pumping across the jetty..I don't know about a hole but it was 30+ foot of water casting from the pier easy
my best trips there were always in october...good luck
