I emailed TPWD last night and this is was I got back : If he is not fishing, he doesn't need a license. "Fishing" would include casting, holding the rod, helping you reel in a big one, etc. If he does any of that, he would need a license. If he just rides in the boat, or sits on the bank and watches, he doesn't need one.

If you opt to buy one, right now is the time it gets funky for purchasing one. They've got the year from purchase all-water package that is 12 months to the day from purchase, then the cheaper one that I used to get ($30) which is the License Year package. The license year runs from Sept 1st - Aug 31st and the ones for 2009 - 2010 don't go on sale until tomorrow.
So if you get one today, it'd only be good until Aug 31st, 2009 which is only a couple weeks form now. Make sure you get the right one to get him a full year of coverage if you're going for the $30 one.
