i, not sure but i think the coast guard has a rule to stop and render aid. a friend of mine had his boat inspected by the coast guard and they asked about hi marine radio. they told him when he was on the water he had to have it on. with it off he would not be beable to help someone in need if they called on the radio. if its not life or death even a tournament fisherman can make a call to game warden. tournamet or not i would stop and atleast offer help in hopes if i ever broke down someone would do the same for me.
