Try a river anchor, it will dig in.

It is recommended that you use a scope of 7:1, meaning that for every foot of water depth, you should use 7 feet of rode.
oops, sorry, someone posted this already

When I lived out there in North Texas I kept an 18 pound River Fluke (basically a bell anchor with three distinct cuts that create three separate flukes), and 60' of rope. It held my 20' Astro in place in some mighty winds out there. I never could afford to buy one of those 101 or 109 pound thrust motors so the anchor did most of the work. As mentioned before, you just have to let out a lot of rope and get the anchor on it's side so the flukes will do thier job.

The anchor I use has a double shaft that allows me to dislodge it in case of a hang up by reversing the direction of pull. The rode is attached to a ring that slides up and down the double shaft. This anchor is also quite light making it very easy to handle. Holds my 20' Sea Ray.
