How do you figure that. If it is a break in a area that is out of site how do you know about it. Most main breaks are found by people calling in.

A significant drop in line pressure would indicate a leak. Problem is line pressures fluctuate up and down all the time as usage changes. It is hard to detect a small leak from monitoring line pressures. A large leak would be more evident because there would be a large drop in pressure that does not normally occur. Man I hate to hear that. I was out there last Sunday but haven't been since then.

Those main lines are probably fairly old and need to be maintained and checked often!

But to do that would cost a lot of money and for that they have to raise taxes. Then all are upset. Most cities just replace the old lines when new ones break.
