If the slinky sinkers are the ones made out of shoe strings, you can make them if you can find the hollow shoe strings.

The ones I got from George Rule and the ones I made were from Tennis shoe strings. George said he had been making them out of tennis shoe strings for years and that was a problem to find them anymore. Most of the ones now are woven and are not hollow. Maybe we should be looking for paracute cord. I am sure not an expert on them just know what George Rule uses and what I used.

you could buy "5-50" cord that we use in the military, it has two layers, and the outer layer you can strip, its hollow.. but to answer your question about when to use them, I believe most people use them when drifting, they dont get hung up near as easy.

Shoestring would probably work but parachute cord is easy to use and cheaper, you can get at any Army Navy store.

I will say this, I have used snagless and regular sinkers and I actually seem to get hung just as much or more with the snagless sinkers like you are talking about.

I make my own snagless sinkers but don't use parachute cord and they seem to work best for me.

You can also buy these parachute cord sinkers premade as well but they are expensive.

Why couldn't you put 2 or 3 egg sinkers on a string and snug em together and tie a knot on each end.Slicker than deer snot.

I make mine out of shrink wrap for electrical stuff. I just shrink one end and fill it with however much weight I want and then shrink the other end. Theyre not as flexible as shoestring but I haven't lost one yet.
