Stopping and rendering aid is only required if you have caused or been involved in the accident. ( one of the charges you get if you leave the scene of an accident that involves injury is failure to stop and render aid, and in some cases is a felony)
This is a moral question rather than a legal one.
A Good Samaritan law will shield you IF you are not a trained medical professional. If you are an EMT, doctor fire fighter, etc, in this litigious society, you could be sued if something you did caused more harm.
Besides, like I would ever catch an 11lb fish, in a tourney no less.
When I was young, I had a ski / go fast boat and stayed a lot on the Brazos river from kimbell to the island. I came upon a fishing boat against the bank at cedar creek, the owner of the boat is looking at it from the bank on fire. I back my boat up, lift the motor and spray water all over. did this two or three times and knocked the fire down, the guy climbs in his boat, gets a few rods and reels, and says thanks, now let it burn.

 I believe this is a "hypothetical" question.  Obviously, "Stop and Help" is getting the most votes...getting angry about this is not helping any!?  Besides...I like NitroSlim's answer...  "Besides, like I would ever catch an 11lb fish, in a tourney no less."
