fish fillets are not illegal by name ... you cannot use any game fish or any part of a game fish for bait ... below is a list of game fish per the TWPD website ... if the fish in question is not on the list then it can be used for bait

Bait: Something used to lure any wildlife resource. It is unlawful to use game fish or any part thereof as bait.

Game Fish (includes hybrids or subspecies of fish on this list):

* Bass: Guadalupe, largemouth, smallmouth, spotted, striped, white, yellow
* Catfish: blue, channel, flathead
* Cobia
* Crappie: black, white
* Mackerel: king, Spanish
* Marlin: blue, white
* Pickerel
* Red drum
* Sailfish
* Sauger
* Seatrout, spotted
* Sharks
* Snook
* Spearfish, longbill
* Swordfish, broadbill
* Tarpon
* Tripletail
* Trout: brown, rainbow
* Wahoo
* Walleye

Thanks...what I mean is if you have some buffalo strips or filets or say big green sunfish or other non-game fish parts, e the authority, in the right mind set, might decree that it is crappie filets or something if the rest of the fish is missin'. I typically would not have the whole skeleton of the buffalo on board. Probably just some parts in a bag or in a cool whip container. Might be far fetched, but I can imagine it happening.

they would probably have to confiscate it for dna testing or something of that nature before a fine could be asessed
