If someone in Southeast Texas has one I could borrow I would be in your debt.
I need to rebuild my 2 short rams on a 2007 250 Pro XS.
I appreciate any help.

Do you mean a spanner wrench? If so that may help you find one. If you can't find one use a punch and hammer to turn the cap.

Many auto part stores carry adjustable width spanners, not as good as a fixed one; but itโll get the job done.

I just bought one for my Yamaha off EBay (new tool not used) for $35 including shipping. Get the part number and Google is your friend.
