Mexico is one of the most unintelligent countries in the world. Simple people do simple things when under duress. If the cartels decide to start a war, ir would be very easy to bomb every known members home or business and kill them, theor families, associates and supporters.

Time to deputize Texans and turn them loose.

100% That's what got the Cartel Wars of 2010-2014 going.
Several Cartel leaders were caught in a sting and that took away the upper leaders of several groups.
The enforcers (Zeta's- That are not even named in this document) were trained by the US military.
Then they essentially started there own cartel. And the blood bath got full steam rolling. Another cartel even assassinated a former cartel lawyer turned state witness in Southlake Tx. To this day there has been named suspects of a cartel in Mexico but no one there that day has been arrested. Instead a guy the US government had pinned on another charge took the rap for the Southlake incident.
The fix is to take away the demand or legalize the demand.
Knocking off the controlling heads of these organizations will only create another struggle for power from the younger more ruthless street thugs with a lot more to gain and more less nothing to lose. That scenario will continue to repeat itself as long as there is a demand.

Kill them off as they pop up. Trying to jail them won't work.
