NIL - Every University has X amount of dollars to spend like every other sports team and can spend it how they choose. All teams can spend the same amount of money. (Commercials and endorsements can't be limited since horse has left the barn.)
Portal - The portal is open one time per year after the season is complete after Jan 1. Portal should not be open before bowls and playoffs are complete and not opening any other time during the year.
Just a side note:
The colleges and universities that still count on bowl revenue better beware. If a team can't count on the team showing up with all the opt outs and portal kids, ratings will continue to drop and all these bowls will die due to lack of business sponsorships. Why should a business sponsor a bowl with a bunch of guys opting out or losing kids to the portal while ratings go down?

Limiting the portal date won’t change much at all. If a player knows he’s moving on, he can simply remove himself from the team, with the intentions of entering the portal when it does open. The current time frame of the portal is so athletes can find a new school, and get enrolled and moved in time for classes that start mid Jan.

I have no answers, but after listening to Charlie Baker, president of NCAA testify in front of the Senate, I have zero faith that they have any idea what to do.

Portal is open after national championship game and close either after spring game or before season starts.

Live by your contract, die by your contract.
A person's word "use" to mean something.
Go back to ethics, you skip out of your contract you do not play foe one (1) year.

I wish they would cap the NIL money at $50,000 per player.

The whole issue is dumb in my opinion. The money they are wasting on these spoiled jocks could be put towards a bunch of scholarships for kids who might cure cancer, find an unlimited energy source, etc. But Nooooo....we gotta have our college football no matter what. Somebody should put the adults back in charge...oh and make sure they have a clue because as of now they sure don't seem to have a handle on this portal mess.

I know where you're going, but here is the truth. College athletes MAKE MONEY for the school. I don't know what the ratio of dollars into the school versus dollars out to the athlete is, but the school isn't on the losing end.

I think the NIL money thing is out of the bag and will never get better now.
The portal has become a disaster for coaches wanting to recruit. The way it is now for the current portal the bowl and championship bracket teams are trying to coach and recruit at the same time, and that must be a nightmare. Change the rules - one portal time period and it can't be during bowl season, and it can't go on until right before the fall games start. You can enter the portal and play immediately once. After that it's the old transfer rules - you can go but you must sit out a season and give up a year of eligibility. Some of these players (all sports) are changing schools every year.
Family is everything! Life is precious. We don’t have forever. We have now. This moment. We can choose to love our lives now.

The natural progression of this appears to be simply getting rid of the student athlete, and having a professional sports team that represents the school.
I don't know what the real numbers are, but I'm guessing less than half of college athletes are currently getting NIL deals. But for those that are, the academic degree is probably the last factor in their decision process, if it is even considered.

Im not positive there are any problems that need solutions. Nothing is gonna happen with NIL, changing the portal dates does zero to keep player from opting out

When the degree was worth more than the game things were different. The US throws a ridiculous amount of money at sports.
Student athlete is primarily a thing of the past. For many, degree they may get has little value compared to potential they can make as a an athlete.
