For me on Tawakoni the water level means more than what time of year is best. For it's reputation for being a shallow lake primarily, which it is and lucky for me since I am just an old school shallow water power fisherman, some of the best fishing happens in some of the coldest water of the year and some of the hottest. Sometimes if the water level is really high it can scatter the fish to places that are hard to get to and fish for them and when the water level is really low it pulls a lot of primary structure on bare land. So the closer to normal pool the better for me even though I have to admit that these days finding fish is a tough chore for me but I still enjoy the challenge. But it can be good year round and you can always find some good areas to fish even if you have to rely on docks.
