My understanding is he caught the fish, realized he didn’t have a license, went and bought a license, then submitted the fish to the SAL program. If that’s the actual case, he knew he caught it illegally but chose to commit fraud by going ahead and buying a license then submitting the fish. If that’s how it went down I 100% agree with the charge… as it fits the definition of fraud.

Fits the definition and INTENT in my opinion are two things that need to be considered. This is probably the most ridiculous chit ive ever seen regarding tpwd. The best part is if you google tpwd Ben miliken and read the article about the day he submitted it their own spokesperson that wrote the article doesn't make it sound like a tournament or contest at all. The whole deal is blown out of proportion. I don't think anyone minds that he got a ticket for no license. Accidents happen. The rest of the situation reeks of a GW with little man's syndrome. Whoever signed off on this recharging of something that by reports he had already paid his ticket for needs to have their Texas resident permit pulled and be shipped off to California or New York. If the share a lunker program was involved then they have probably run their course and any support for them needs to end
