I haven't been there in a few years, but Goose Island State Park used to have great wade access to the reefs across the mouth of St. Charles bay. Good bottom for wading and plenty of trout, reds, and flounder. Work the guts between the reefs and the grass beds in front of them. A lot of oysters; wear appropriate footwear. And like Pat Goff said, don't waste your time on trash fish by using mullet or shrimp. Plastic will catch what you're looking for without having to deal with a bunch of trash fish, and you'll find that the locals who know what they're doing don't waste time with live bait. I've fished next to four guys throwing shrimp under a cork at GISP, and caught more keeper specks than all of them combined throwing a fly on a 5 weight fly rod.

And if you can get Island Jim in your boat, make him use his fly rod. He knows how.
