From what I can tell, it appears to be roughly 1/3 with mental health issues, 1/3 with drug issues, and 1/3 with ultra-low IQs. Probably 90% have some combination of all three. The average IQ is 100. The military has determined that a person with an IQ below 83 is a net liability. They cannot even do janitorial work without consuming more than they contribute. Roughly 12% of the population falls into this category. That's 42 million Americans.
As others have suggested, pan handling should be outlawed. Public camping should be outlawed. State mental institutions need to be brough back into existence.
Anyone who wants help can get help these days. The problem is low IQ, mental health issues, or drug addiction keep them locked into homelessness. The only way to break the cycle for many of them is to do it for them by force in a mental institution or prison.
Tough problem to solve for sure.

Homeless dogs seem to be happy though. It’s like they are on a walk that never ends.

Once traveled to DC frequently and saw many homeless. Was going to the airport and saw a couple of homeless tents on the lawns. Asked the driver about them, and he hesitated, then said he had once been one of them. He went on to say he was a vet and the VA helped him with his problem and that he also had a good support system. Was now a productive member of society. He indicated that many homeless in DC were vets with drinking or drug problems.

I was in Austin years ago with a couple of friends. I had a brand new car, as in about a week old. We pulled up to a red light and some guy with a "need help" sign started toward my car with a squirt bottle and squeegee, like he was going to wash my windshield. I didn't want whatever was in the bottle on my paint and car, so I started waving my arms to say no. He kept coming. I rolled down my window and said, 'Leave my car alone. I don't want anything cleaned." He raised the bottle and was about to do it anyway when I said, "If you squirt that **** on my car I am going to get out and stomp your guts all over this street, ****** ******." He seemed to finally understand and walked away. I've had at least two more bums become aggressive when I told them I would buy them a meal but wasn't going to give them money. One of them was a few months ago in a Starbucks. I offered to put gas in his car at the store next door but said I didn't have any cash for him. He asked me if I knew about Jesus, and said I was going to meet him soon. Then he called me a racist and said he was going to kick my ***. I stood up and told him he was a punk who wasn't going to do anything but talk a lot. Two other people in the store said he had accosted them in recent weeks. Apparently the night manager was giving him food and drinks. How can a manager of a business allow bums to solicit his customers? I was sitting there with my wife when he started in with us.

At the same time spending increased, the total homeless population in the Denver metro area has grown from 5,728 in 2016 to 9,065 in 2023 – a 58% increase
So...based on the above, if you budget more money to address homelessness, you attract more homeless people. I have a friend that is a long time Denver resident. He says when weed was made legal the homeless rate jumped by double the first year and has continued to grow ever since. The local parks are full of homeless people and most are smoking weed all day. Lots of young homeless adults which isn’t the norm in most cities.

I had this conversation with a homeless guy years ago.
Panhandler asked me for a dollar so he could catch a bus.
I replied that I could do better than that.
His eyes lit up and said A Five?
No, better than that.
A Ten??
No. You can have my monthly bus pass. (I was going on vacation the next day)
The look of disappointment was priceless. Couldn't buy booze with a bus pass.

Too many warning labels, safety features, rules, and laws to protect the stupid and weak. The smartest and strongest no longer out last the weak and ignorant.
Just want to make folks smile, and spit coffee on their keyboard.

All of the above you mentioned.....we all play some part in this whether we want to admit the truth or not
I don't know the solution but society must find one The only part I play in this bee ess is my tax dollars going to their encouragement.
Fishing, a man knows a serenity of soul and peace of mind that he finds in doing nothing else, and it makes no difference whether or not he catches anything. The mind of a true fisherman is not on petty subjects.
