^^^^this.

There are people born into this world with significant cognitive impairments and others who suffer severe debilitating injuries resulting in great loss of physical and cognitive ability.

I would add to your list—-live well below your means…within your quality of life parameters.
I would also have the caveat of paying your credit card bill automatically in full every month.

We are all one devastating car wreck/crippling industrial or banking sector meltdown away from potential homelessness if you don’t have a minimum of six months emergency fund.

enforced birth control for those receiving any form of govt. asst./welfare.....stop kids being born into an environment where they have little chance of becoming a tax paying citizen....
phase out welfare over several years except to those unable to work....

We have free public education for everyone. That offers a near certain chance of being a tax paying citizen to anyone who attends, pays even the slightest bit of attention, and graduates. If he does that, doesn't use or sell drugs, uses birth control, gets a job, and goes to work there is an excellent chance that he will be able to afford food and housing.

Deciding against doing the above, becoming a drug user or dealer, joining a gang, and knocking up every girl you know is a personal choice. It's not anyone else's fault or responsibility. People may choose to help, but that assistance should be voluntary.

I didn’t realize this. I thought the majority of drug or substance abuse addicts also likely had some sort of mental illness , could be mild, but something non the less. A person easily addicted to anything to me is somewhat mentally ill.

It just so happens that many get addicted to things that are positive, they end up being the very best in something, so society rewards them.

Drug addiction is just like you said...a personality disorder....can be positive or negative....they certainly can also be mentally ill and drugs can cause mental illness, particularly schizophrenia to manifest itself, but generally they are OCD and/or self medicating childhood trauma

I personally don't believe in "homelessness." Vast majority of those folks live that way because they don't accept society's norms. Plenty of churches and such that will help those that are truly in need and want to live better. They refuse to go to a shelter because of the rules in place. Easier to sucker the folks at the intersections and outside stores than to actually have a job. I'm tired of seeing tents set up everywhere.

I do not agree with forced birth control, but you could put a limit on how much welfare, food, rent assistance (example : 1 child per household).
Make the head of household work to receive any govt. benefits and routine drug testing.
Public land should not be available to camp/live on.
Tax money should not be used for housing them including Section 8 housing.

If churches and other organizations want to fund them, that is their prerogative, not the governments.

Without any incentives for people to change they will not.

Tough Love.

Yeah well I don't want to be forced to pay taxes to support govt. programs that encourage homelessness. But I will choose to stay here.

Not to get too political, but doesn’t requiring birth control sound a lot more than china than America?

Let's at least take welfare out of the tax code. No one should get more back than they pay in.

I agree- but it’s a huge caveat- you take money you gotta follow some rules.
