No sure what you think is wrong, but TP&WD can only take possession after they put up cash equal to the price set by the three-person panel. You can call it market value or appraisal, does not matter at that point. We are arguing minutia knowing what the other is saying but adding to it. The procedure uses terms like appraisals and market values for specific things. The final number should include more than any appraisal that had been done if it takes into consideration what the procedure calls for. Market value being what the property is worth plus any damages that the owner might have incurred by the state taking it. Damages, as they use it seems to be in him being able to recoup costs he has spent associated with the property that are not part of the value of the property. You can add 100 words and it changes nothing. TP&WD cannot take possession of the property until they put up cash equal to the number set by the three-person panel.

And how many Chinese yuan are invested in those projects? They invest US dollars they got from people who shop at Walmart. Wrong, Todd put up 1 mil, he got 92 mil from China for Fairfield, I am just wondering how much China has invested in his other projects...

No argument with you on that point nor did I ever argue that. I just corrected the word you both used, appraisal, that is not describe what the law states. If you'll go back and read what Razor put in his comment that you had a problem with, he said that Todd could choose to take the money or leave it there and go to a civil court. You should have known that money was the money the court required to be put in an account.

Appraisal: an estimate of value, as for sale, assessment, or taxation; valuation.
The three person commission will assign their own value of the property. That will be their appraisal of what it is worth. The state will deposit the money. That is a given. The state of Texas has not gone this far to allow Todd and the Chinese to keep the property from them.
Freestone County commissioners' opinions and $2.39 will get you a 20 ounce Coke Zero at 7-Eleven.

And how many Chinese yuan are invested in those projects? I have no clue, you? The recent controversy on Chinese buying up American properties is from them buying up properties in important areas, like near military bases. I don't see any land that could be a national sensitive area in Freestone County, do you?

can you tell from the picture what Todd was thinking? how about the shady looking character to his right? I dont trust that guy at all... which side is he on? The "shady character" to his right was the TPWD executive director.....lol. If you think Todd is shady you might try looking at some of his projects. He's very well known in Dallas for some of his projects including the largest renovation in the state and one of the larger ones in US. The National in Dallas had been closed for nearly a decade when Todd bought it to build new office space. Another was the old Dallas post office turned into condos. Sure he's in it to make a profit but he's helping revitalize Dallas in doing it. And how many Chinese yuan are invested in those projects? I'm sure quite a bit!

Just take it away from them for maybe half of what they paid for it.

I don't see any land that could be a national sensitive area in Freestone County, do you?. FIFY They have been doing it for a long time. What do you think all the companies that sell to America do with the money they make? If they didn't spend it here we would be in worse shape. The trade surplus has allowed them to buy lots of properties, the same way the Japanese did in the 80's and 90's buying up a lot of the Hawaiian properties. That was not controversial and if certain people think its new or something that we just recently have a problem with, they are ill informed. and if the EB-5 Visa's are a problem, they need to fix the program.
