For sure!
To do that - small & light gets it done - meaning 1/32 or 1/16 oz jigs and small soft plastics like the Cappie Magnet or Panfish Assassin Grubs. Zebco reel and 5' light action rod for the kid. All you need is to find the fish, catch them for him and hand him the rod to reel the fish in while it fights. Kids at that age don't know lure presentation, though the float & minnow or worm idea is the norm for newbies.
