I don't know what they were thinking when they created Sheldon. The ramp's steepness is due to the embankments. The embankment must be 8-10 above the water level. The water would NEVER get high enough to go over the embankments because the spillway is always just a few inches above the water level. I all fairness though, I am amazed that Sheldon stays open. It serves not commercial use anymore. And it's free!
