Mark, here is a an entire article I wrote about this exact issue you are experiencing. This issue can largely be resolved by using a simple "mono tag". Here is a photo, and the article from the 28 April 2019 Killeen Daily Herald... That is so simple and elegant. Thank you - this is a problem I've encountered often over the years and never was able to come up with a satisfactory solution until now.

Gamakatsu Octopus Circle Hooks are my choice. Hook the Shad through the nostril and let er' rip. I always let them take the rod tip to the water, and then just lift it and reel in. Most of the time the fish is hooked in their upper lip or side of mouth. This is my tactic, It works great. Just have to keep people from ripping the rod out of the holder at the first bump. I am going to try the "Mono Tag" for sure....
