 When and where to bank fish for stripers?

I'm looking into striper fishing from the bank, hopefully from lake Tyler and Palestine in case Tyler is not ideal. I am unfamiliar with stripers in Texas. What time of the year and day would be considered best? Also, what rod, reel, and line type would be ideal? As for lure and bait, what would you say is the essential? Thanks for allowing this site to be the place to start.
