Simms pro dry hands down. Very expensive, whether it's worth it is going to be an individual judgment.

If it's warm and raining, I'm going with shorts and flip-flops...

uninsulated cabelas guidewear has worked well for me in both hot and cold weather for last 15 years.... never had a problem with it being too hot in summer but you do have to take it off when it quits raining and sun pops out..

REI has great light weight Goretex jackets that are often heavily discounted. I grabbed one a couple of years ago for under $100. The one that stays in the boat is a Mountain Hardware purchased on close out at Dicks 10 years ago. It still looks brand new. And yes it’s light enough to wear in a summer rain.

Both of these jackets were aimed at backpackers and mountaineers, not fisherman. Both of them have kept me dry on the water in substantial rain. And since my boat runs 42 on a good day I don’t need the heavy duty stuff to keep my dry at 60+.
