The CDC doesn't count repatriated infections in their Confirmed Cases in the US because those infections happened outside of the US. It says so right on the website you just copied and pasted that from.

By your logic, there are only 3 cases that originated in the USA. It's all irrelevant since there isn't wide spread testing. There are 60 confirmed cases in the USA. Whether they traveled back to the USA or not is important. Trump is trying to say a lower number because he thinks the virus hurts his reelection chances. That is why he initially tried to block any evacuation of infected back to the USA. Now there is word that the White House is trying to block the experts from talking to the media.
