*They’re either led or fluorescent. You’ve said both now. If they are indeed fluorescent bulbs, and that’s what was in there prior, they have ballasts and that could be the problem.

*If they were fluorescent bulbs to start with and you bought led bulb replacements, they have to be UL type A led bulbs designed to work with an existing ballast.

*If they were led to start with, and you bought led replacements, then it’s likely bulb orientation or a wiring issue.

Did the lights stop working at the same time?

Is the one pair that is currently working the first lights closest to the switch?

Do you know if the lights are wired in series or parallel from the switch?

Do you have correct voltage on the tombstones if measured with your meter?

I have one fixture with two bulbs still working. I can take the bulbs out of it and put in any of the other three fxtures in any orientation, and no lights. So, must be the ballast/fixture. I took one out and do have 120V from the wiring coming out of the wall.

At this point I need to clear up what we’re talking about. Give us pics of the working bulb(s) and the label near the end of the bulb.

My best guess, being that one fixture is working with the bulbs you bought, is that they were wired in series for some reason and/or there is a ballast out, a wiring issue, or bad tombstone/connection. When wired in series, if one light goes out, any light downstream (following it) will not work either That’s why I ask if the one that is working is the first fixture from the switch. Could just be you have a few bad ballasts. Hard to say from here though.

But as cast said, if there’s any help to give you, we need pics. If you can remove a panel on those fixtures, or remove the fixtures themselves, to expose the all the wiring and take pics from end to end, that’s the only way we’ll be able to truly help you. Pics of the old bulb and new bulb if you can. Pics of the tombstone/sockets...showing both the contacts and wires.

Turn off the breaker and confirm no voltage before doing any of this naturally. Do it twice if need be. I wouldn’t suggest just relying on the switch(es) in the off positions. If you’re not comfortable or confident with it, DONT do it.

Most likely. Which is cheaper, new ballast or replacement fixture?

Check to see if they fixtures use a starter, if so try replacing it before you replace the ballast.

Well let’s really get to the root of the situation. Try the NEW bulbs in the working fixture.

I did, they work. One out of four fixtures work. All bulbs work in that fixture. No bulbs work in any of the other fixtures.

You lost a neutral in you wiring. Maybe at the fixture that works. White wire is not made up completely through your circuit

Really? Hmmmm. So take all fixture off and check white wire?

The only way you’re not removing the panels/fixtures is if someone else does it for you lol. A burnt/broken neutral connection is what I would suspect first if it’s a wiring issue, as well.

Start with the light fixture that is working and go from there
