I was just asked to captain for a high school team for this weekends event on Richland Chambers. This will be the first time being a captain in many years and a background check wasn’t required then. Tomorrow is Friday so how can I get this done before Saturday so they will be allowed to fish? Is this even possible?

Call your team advisor would be your best bet.
You will also need to take the safe sport test that is located on the THSBA website. It's $10 and will take a minute or two to watch the accompanying videos.
