It does matter a bit. Until now, we didn't even know the lake you are on, but assumed you were in Texas. So you are getting responses based on the TPWD rules. I have no idea how OK rules/laws work in this case.

This sounds like the warden thinks you are asking about walking along the banks and on the docks and not from a boat.

If this is how the law actually works up there, then I guess he has to leave if they ask (even though running a 14yo kid off for fishing is a prick move). I am sure there is some federal navigable laws that could be used to challenge this, but you'd have to go through the whole headache of that process to get any action.
