Had my truck broken into at the boat ramp at Lake O Pines. Homeowners replaced what I had in my truck and even some made up stuff in my truck.

Sounds like he doesn't have insurance to cover it or if they are his employers tools then maybe he is supposed to have insurance and doesn't, so he is on the hook for them.
