ISO small trailer for old 17’ Tracker, update

My dad bought an old Tracker 17’ and the trailer has never been titled (because there is no VIN attached to the trailer). He’s had it inspected by the DPS and they are telling him he will need a court order allowing them to put a new VIN on the trailer. I’m not sure if going through all that hassle is worth it for a small cheap trailer when he might spend more doing that then maybe just finding a good used one on here. Does anyone have anything they might want to get rid of fairly cheap that has a title?
Well my old man is still getting the run around on this from the courthouse and still hasn’t been able to register his trailer. As a work around I was wondering if anyone has and old trailer that may be wrecked or something that has a registration that they may be willing to part with?

Say vit a home built trailer and you can get tags for it

All you need is a bill of sale from the previous owner. Only trailers over 4000 GVWR require a title and inspection.

I took my home-built trailer completely apart to paint it. I laid all the parts on my driveway and took a picture. I took the picture to the county tax office and showed it to them. They immediately said "Oh, home-made", and gave me a registration. No VIN number required. You need to make sure no labels or stickers show saying "EZ Loader" or such , which would tell them that it was really factory built. Tax offices vary, I've heard, in how they scrutinize paperwork. Thanks for the responses. I’ll have him remove all the stickers and stuff, take a picture of it and see what happens.
