Go the abandoned boat route. Easier, cheaper, you won't have to deal with anyone but TPWD (and a title bondsman), and you'll have a bonded title for both the boat and motor in a little over 6 months. Then a clear title in 2 years I think.

Yes, he checked. Needs to have an address but their requirements are not as stringent as Texas.
