Put in a 4 inch pipe about 4 foot high then weld the tongue to the pipe.

Is this the boat you bought to graph/map small bodies of water so that you can kayak fish in them?

Yes
I am learning to appreciate fishing from a boat. Sure is nice to sit on a comfortable chair next to a cooler of ice cold beverages while holding position with a trolling motor in 30 feet of water

Ill recant/modify spinning on a fixed axis
If the rear wheels are chocked front and back/fully locked with four chocks front wheel wont likely move unless you overcome the resistance of two chocks (one behind one wheel and one in front of the other)
If just chocked behind the rear wheels (two chocks) arc movement at the front is possible if you overcome the resistance of one chock

I liked the concreted pipe in the driveway with a ball welded on top. you wouldn't have to worry about chocking the wheels. Of course, you wouldn't be able to get it in or out, but that wasn't really part of the original problem. Maybe you could make the pipe in the ground "swing-away" (actually lay flat so the axle of the trailer clears it). Then when you sell the house in the future, the new homeowner could wonder what in the world was going on.
