Correct

I have done some research and it seems as if the only way a CHL/LTC can carry on Corp lake is to get written permission from the District Commander.

Would a cop or GW give you ticket or arrest you for carrying on a Corp Lake, I guess that would be his call to make.
Under the US Code of Regulations, Title 36--Parks, Forests, and Public Property

CHAPTER III--U.S. ARMY CORPS OF ENGINEERS

PART 327--RULES AND REGULATIONS GOVERNING PUBLIC USE OF WATER RESOURCES
DEVELOPMENT PROJECTS ADMINISTERED BY THE CHIEF OF ENGINEERS

327.13 Explosives, firearms, other weapons and fireworks.
(a) The possession of loaded firearms, ammunition, loaded projectile firing devices, bows and arrows, crossbows, or other weapons is prohibited unless:
(1) In the possession of a Federal, state or local law enforcement officer;
(2) Being used for hunting or fishing as permitted under 327.8, with devices being unloaded when transported to, from or between hunting and fishing sites;
(3) Being used at authorized shooting ranges; or
(4) Written permission has been received from the District Commander.
(b) Possession of explosives or explosive devices of any kind, including fireworks or other pyrotechnics, is prohibited unless written permission has been received from the District Commander.

Nowhere does it state a CHL is valid, or that state guidelines overrule the federal.

I believe that the 'Castle' Doctrine should apply on any lake in Texas and neighboring state.

And illegals apparently. It is pick and choose which Federal law to follow and which to disregard.

Lots of discussion and controversy over jurisdiction on Army Corps. of Engineer lakes. 100s of articles on the interwebs. In a nutshell, the Army Corps of Engineers Police are few and far between and under funded. Most will tell you they are not going to approach someone and ask if they have a gun without backup. Game Wardens work for the State and to hold someone who violates this law would be a nightmare of both time waiting for the nearest Corps. Police to get there and the paperwork. I'm not leaving my weapon in my truck, never. I've had a CHL since 99.

IMO the dont ask dont tell policy applies here. Very cliched, but its better to be judged by 12 than carried by 6.

Then again Im not one of those fools that pulls a gun out in the middle of an argument either.

From what I read about vehicles being broken into while the owner is away fishing I would carry my weapon with me rather than leave it in my vehicle as a target for theft.

Probably the ramp that he's worried about, or the drive to the lake and not wanting to leave a gun in the truck..
Lot's of methy areas around lakes to give one good reason to carry and also worry about break ins at the ramp.
