I cannot imagine the billion dollar project underway would not have some influence on cleaning up around the lake. Harbor Bay should at least be responsible for the tire mess on the shores. I agree 100% sometimes when the wind is bad you can find a tire reef floating in the middle of the lake. I almost ran up on one at night earlier this year.
