Can I ask a question ? The other day I was in Academy in Lufkin and saw this guy walking out and he had a pistol in his back belt inside of his pants, half of it was showing. Is this legal ? I thought it had to be concealed ? Thanks...

The answer to your question is that with a License To Carry (LTC) a person can carry a pistol concealed as well as openly, provided it's in an area that you're legally allowed to carry.
