Can Oklahoma game warden cross to Texas Side to give a ticket? Yes if a violation occurred on the Oklahoma side. I thought if only a person committed a felony they could cross state lines. I think you are correct. It's been a few years since I dealt with those things on a state level and after you mentioned it I remember the felony thing rings a bell.

Fishing Texoma is no different than any other Texas lake meaning if you're in TX only need a TX license. Problem is most of the lake is in OK and there is no painted line on the water. The river channel runs right next to the south side bank in a few places too. Cool thing is the limit on crappie is 37 on Big Tex. I always buy TX license and Texoma license every year.

i belive some part below the dam you need red river license, texoma license only good for the lake.

From the wall on the Texas side down to Shawnee creek you can fish the Texas side with a Texas license as long as your not in the water. Once you step foot in the water you need an OK license.

Can Oklahoma game warden cross to Texas Side to give a ticket? Yep, they can and do. They do it a lot below the Denison Dam. In fact, one was a real a-hole to my brother-in-law. They have a slot that catfish have to be longer than 12 inches, and he had just caught a small catfish, he hollered at BIL that it counted against his limit for catfish for the day and I do not believe it was even long enough to be kept according to Oklahoma rules at the time.
