This 'fund' was to NEVER be touched by Congress.
Had it remained that way, there would have been excesses !
But, I believe it was under Johnson....Congress then voted those funds be made available to them and they would be 're-paid' !!!
What a crock of BS....

It was Johnson and the Democrats and perpetuated by Presidents after that.
Those funds were then 'accessible' to the 'General Fund' !!!!

That should have PO'd everyone.....but, it happened.

Watch the news and read the newspaper, been on several times last few months. I mention it here (in other post) and no one bats an eye....guess no one cares they are taking money each paycheck...money you will never see again.
