I made light weight flutter spoons out of a willow leaf spinner bait spinners. Just drill a small hole in the tail end use a jump ring for your treble hook and a small barrel swivel on the opposite end. Falls erratic and slow just like a wounded shad. You can make them multiple sizes to match the bait size. Need to fish it on spinning rig or light line, but it will get hit with nothing else works. Try them in silver and use a dye stick or a blue sharpie pen to add a lateral line.. experiment with different hook / swivel sizes to add or reduce weight.

Sometimes schooling bass get so keyed in on the shad that unless your bait is exactly the same size they will ignore it. I've had them on Fork schooling like crazy and not be able to catch them. This typically occurs this time of year when the shad are pretty small. Try downsizing your baits. I agree. Even schooling sandies can be this way. Tie a crappie jig above your main lure and it can make a huge difference. Good idea!
