There are many ways to fish a shaky head setup. Even more so with the warm choice

The bait falls in the water and a bass goes to investigate. Who knows if the bass thinks it is a worm or not. The fish will decide if it thinks it is good to eat or not. Sometimes the fish will bite it just laying there, sometimes they will just move off if the bait doesn't move. I think that a lot of times if they don't hit it while it is just sitting there, they may hit it when you hop it as a reaction strike. It doesn't matter to the fish if a real worm moves that way or not.
